Do any credit cards prevent you from paying off your debt in full in one month's payment?
(a kind of early repayment penalty as with mortgages)

No -- you can pay your full balance every month without incurring a penalty.

I never leave a balance in any of my credit cards and always pay them 100%.

yes! skycard won't let you pay twice in a month even if you intended to pay the whole balance the second time

You can pay whatever you want and ANY time. Assuming you pay at least the min payment each month.
