The answer is both yes and no.
Some credit card companies require it.
Some don't care if you have a bank account or if you have your money buried in the back yard.
If they don't ask when you apply, then they don't require it. |

If you just want a credit card to say purchase something on eBay, you can buy prepaid credit cards, guess that'd make them debit cards. Banks often sell em. They're about like cash. |
