NO... you don't need a checking account to get a credit card. All that really matters is your credit score.
Do you already have some established credit? If not, you'll have to settle for a credit card designed for people with poor / no credit. These cards tend to have higher interest rates and fees when compared to standard credit cards, but they'll allow you to prove your creditworthiness and help build your credit. You can find a complete list of these offers here:

Eventually-- with regular, on-time payments you'll be able to apply for better offers with lower APR's and less fees.
Of course, if you already have GOOD CREDIT... you can apply for almost any credit card you want!
