"Cash on delivery or COD is a financial transaction where the payment of products and/or services received is done at the time of actual delivery rather than paid for in advance. The term is mainly applied to products purchased from a third party, as the normal Western convention for services is that payment is not made until the services have been performed.

The concept of cash in this case is often blurred, because most companies also accept cheques, credit cards or debit cards."

Yes it means cash on delivery. It's not used much anymore. Ifact if you read ads, you often see NO COD's

C.O.D. means cash, check, money order, and it can possibly be a credit or debit card (if they can accept it but rarely) on delivery. C.C.O. means collect cash only.

Well, lets back up a minute and define the word "Delivery", you see the ancient Mayans believe that having something delivered means someone physically bringing something to you. So in your case, yes giving cash to someone in exchange for there delivery is correct.

Yes, Typically a check, money order or actual cash must be paid before the delivery person will release the item to you.
