Good question! I just finished writing an article on this subject.
The fact is that most (NOT ALL) banks use a service called Chexsystems. It's a reporting agency for deposit accounts (checking, etc).
Check this site out. There's a link on it about Chexsystems and how to deal with them if you're having trouble opening an account.
