PayPal cares very little who rips off who, so long as they get their cut. Exercise EXTREME caution when using PayPal.

Only give them access to funds from a credit card that will reverse PayPal charges at your request (some won't now). Then, YOU decide when you've been ripped off and get a refund... not them. If there is a dispute, they decide who's in the right by flipping a coin. They will never refund anything without you fighting for it . NEVER give them access to your bank account unless you're a seller and a little risk is part of the business...

Contary to what everyone seems to think, you are NOT covered as much as Paypal would like you to think you are. Just because you use Paypal doesnt mean you are automatically covered should anything go wrong. It depends on a load of variables eg what type of account you have either Standard, Premier or Business, if the other person has a Confirmed address, type of goods + lots more.
READ THE SMALL PRINT FIRST!
You are supposed to be covered upto £150 (Subject to conditions, see above) or £500 if a seller is "Qualified". But in reality 99% of the time you ARE NOT covered.

This is an excert from Paypals own terms- (Found on the "Seller Protection" page)

Please note the following risks of using the PayPal service:
Payments received in your PayPal account may be reversed at a later time (in some instances up to 180 days following the time of receiving the payment) if such a payment is subject to a chargeback, reversal, claim or otherwise invalidated. This means that for some of our sellers, payments received into their account may be reversed after they have been paid and after the seller has delivered any goods sold.

Basically if you sell something and the buyer decides to make a chargeback even upto 180 days after the sale!, Paypal will just hand your money back to the buyer no questions asked and you will have lost your goods and your money.Paypal and ebay couldnt care less. There is no more unsafe way to buy on the internet than Paypal. Unfortunatly ebay own paypal which is why it is their prefered payment method. They are not a bank, but are equivilent of using a back street Pawn shop with all the risks that entails.

Who told you that?
Pay pal is a big cheater there is no protection, they will say that but if something goes wrong you have to cry for your money and only you will get is $200.00.
I lost my money from pay pal.
And also you are right only eBay, even they said they will not do anything to get your money, I have open case in my paypal accout from ebay action from last 4 years, and they said they can not do anything.

We purchased 2 sets of tickets for a girls aloud concert that in the end was cancelled.

My friend who payed by credit card through Paypal got his money back.

We payed through paypal but on a debit card and they would not return so we lost all the money.

Also had problems with them not taking money from bank when they said they would and then resulting in getting bank charges.

Paypal is a pain in the bum and I wish E-Bay were not so hell bent on getting everyone to use it. I have loads of bits I would like to sell but I refuse to have a paypal account so now I cannot sell on E-Bay.

Well, I didn't receive what I'd paid for, and was 'awarded' a refund by paypal. Paypal then said:
"We can't give you any money because the seller has cleared all the funds from his account".
