Yes I do. I set up loan schemes for a living in the UK.
You do actually have to have some money in the first place to lend to people.
If you're in the UK you'll find all the info you need on www.oft.gov.uk.
You also need a way of collecting payments and monitoring to make sure you get them.

Legally you can't, because you can't charge interest without a banking license. Unsecured loan we call donation, because you not guarantee on secure loans, unsecured only big banks can afford to loose, and they are loosing allot of money on credit cards.
