yes it is safe, always check the padlock...it should be in the address bar and in the bottom right hand bar somewhere. they need your credit card for identification varification and so that you may make and receive payments, you can also have a bank account hooked up and any time you make a payment you can choose if your credit card is charged or bank account. pay pal is actually the safest way to pay for things as they take care of currency conversion and they also prevent you from giving your credit card details to the person you are buying from. paypal is the safe middle man that handles all your confidential info so it doesn't get used or stolen by third parties.
