If you want to clean up your credit history you need to do credit repair. That would be step number one. Once your credit scores are a little higher from that, I would recommend getting a credit card with a better rate than you have currently and then transfering your balances to the card with the better rate.

Start by paying off old debts. If you have been turned down for something recently, you can get a free credit report. Look through this, and pay things off. That is your best option.

Applying for a loan in itself will lower your credit score by at least 5 points, and if your credit is already should we say not so good then the rates you will be paying on the loan will be outrageous. You would be much better off just paying your bills on time. Pay your cards down to 30% of your limit, start with the cards that are still open as you still have credit on those cards.
