Yes you have been scammed. If it just happened call your bank before the transaction processes. If this was thru Western Union call to see if the money has been picked up and try to cancel the transaction.
If the transaction has gone thru all you can do is file a police report but I guarantee it will not go anywhere. This is an exceptionally common scam today. Just remember that if anyone asks you to pay for "prize" money it is a scam. |

it is called the telemarketers sales rule, a law which says you cannot send anyone money to secure a loan, until you have the loan proceeds in your possession. so sorry to hear of your misfortune, maybe one day in this country their will emerge a honest bad credit lender, or the government will produce programs to benefit it's own residents like the way they are fighting for those of iraq, maybe not unless you have oil in your backyard |

I'm sure you are joking though, because you have to be living in a cave if you didnt realize this was a scam. Yes, we all receive those emails. One rule of thumb, if its online transaction and you dont see the funds in cold hard cash in your hands, then be very carefull or dont get into it. |
