If someone is claiming DSS benefits but?
but their landlord doesn't know, is that classed as fraud. I think my neighbour is running a scam, they rented the property in someone elses name, but they get benefits to make the payments, they never work always at home, should I inform the landlord of this or keep quite.

all your answers are helpfull, these people are enjoying an easy ride, at the expense of every tax payer, I don't see any harm in asking the DHSS to check there records.

No you can begin to claim housing benefit without informing your land lord and have it paid into your own bank account rather than to your land lord. I lost my job a few months ago and begin claiming housing benefit but was very worried about telling my land lord as I had only just moved in (the job loss came at the same time as moving - bad timing!!!) and I was told by the benefits people that I didn't have to inform my land lord - I just had to prove I was the tenant by showing them my tenancy agreement and ensure my rent was paid when I got the money.

I'm not sure about your neighbours though - I'm sure they must have had to prove their tenancy etc when they claimed. They may or may not being doing something dodgy - if you are pretty sure they are, you could always report them anonymously to the benefits agency who can then look into it.

If you really want to save the taxpayer money find out what expenses your MP is claiming and why and do the same for the councillors.

You have not said that you have any basis for thinking they are getting benefits the are not entitled to and there may be a good reason why they cannot work eg illegal immigrants etc or just too ill

Its not a problem for the landlord why should he worry if he gets his rent

I think you should be sure of the facts before you get involved. They may be entitled to Housing Benefit - it's not as easy to scam as the papers would have you believe.

Dss tenant upstairs, is supposed to be only person in the flat however, her partner/ ex husband quite clearly lives there also. And also is very loud and has criminal past! What can be done about this.?
