Yes you can. If you need more then $200 (which is usually the maximum amount you can withdraw from an ATM on a single day), then go to any bank and present your card and request a cash advance.
BUT BEWARE: Cash advances are treated differently. Your APR will be higher and most CC Co's will apply your monthly payments towards purchases first and cash advances last. This means cash advances are the last to get paid. It allows them to charge you 2 different APRS on the total balance owed.
Only use CC cash advances if you know you can pay off the entire balance owed quickly. Read the fine print in your agreement and you will see that "they" decide how much of your monthly payment is applied towards the cash advance.

Your cash advance limit is printed on your statement every month and is available online. It may not be the same as the credit limit for purchases. Beware: there is probably a cash advance fee which may be 3% of the advance up front. The cash advance interest rate may be different than the purchase interest rate.

yes, im a cashier at a bank and we do cash advances for credit cards - as long as you knwo the pin number and take identification with you to prove its your card and your money (they may also check your signature matches the one they have on file for you depending on the bank) and then they will give you however much cash you want as long as its available to you and within your card limit :) x
oh also be aware thers probably going to be a charge for taking the money out - usually about 2% of how much your withdrawing... |

You can go into any local bank and get an advance on your mastercard up to your available cash limit which is NOT always your credit limit.
I have a daily 1000 limit so that 200 is NOT accurate around the country. |

Longer answer is it's not a wise choice.
The APR will be 18-30% (usually), and will start charging interest the day you take the advance. There is no grace period. Also when you pay off the balance payments go towards the lower APR first so if you carry a balance you'll be paying this for years.
