If you have the same name, possibly. But as he is dead, you may also just as easily be accused of identity theft. I think a better question for you to ask yourself is why you would want to obtain a credit card under his name? If it is because you do not have good credit, then take a moment and contact someone who can help you repair your credit. If it is because you hope that you can charge items and not have to pay the bill because your grandfather has passed, then you are committing fraud.
Fraud is not a victimless or faceless crime, as everyone pays for the amount of merchandise stolen this way.

Just realize using someone else's information to receive a credit card is fraud in every state and country. Depending on how you apply for the card it could also be wire fraud. if you use the card to purchase anything, there will be additional potential charges for every single transaction.
Would your grandfather mind you committing multiple felonies? |

Regardless if your grandfather (or whoever) supports this idea, you will be found out, eventually. public records and alerts to the social security will see that a dead person is buying things.
Identity theft by security a credit card in someone else's name and using it yourself, which is a felony and punishable up to 20 yrs in prison.
