Depends on income to debt ratio. Some credit cards have saving accounts tied to a card. Those interest rates are high. You can't pay it off each month because it doesn't create a payment history which improves your credit score.

Todays credit card companies are taking just about anyone. But if you have any problems with the standard Visa or Mastercard try a department store. Stores like Sears, Lowes, or Target are pretty lenient. Use the cards a couple times and make sure you make the payments on time. This will help your credibility.
