Paypal question? (seller not sending items)Help Please!?
Here reciently i baught 147$ worth of movies off a seller on ioffer.com threw paypal. As soon as i paid they seller closed down his ioffer account and stoped contacting me its been over 9 days now and not a package to be seen as well the post office hasn't even recieved a package. I opened a dispute on Paypal. I provided pictures of the conversation between me and the seller as well as the url for the sellers page that had been blocked because they where canceled from ioffer.com. They have still yet to contact me and i have tried contacting them threw every means possible personal email, paypal, ioffer.com, & the company they said to work out of i havn't heard a word from them. If i where to have the disbupt looked over by paypal would they refund my money or make them refund it? Also would it be placed back on to my card or stay as paypal points? Don't panic. Paypal is legit, dependable, safe, and is very concerned about keeping you, their customer, safe & confident in their services.

You can CALL Paypal. You might have to wait a while (there are LOTS of people with problems, getting scammed, etc. out there who want Paypal to help), but eventually you'll be able to talk to a real person.

Explain the situation, say you paid on paypal through xxx site, have emails & photos, and also give them the dispute info. They'll help you out -- so don't worry! It can take some time but you used PayPal for a reason. They're the real deal and will get your situation settled.

if you purchased through paypal, they will refund you $. they have buyers protection. make sure you escalate dispute to claim. it will take awhile because paypal will review the situation. when i filed mine, (ebay purchase) it took me about 2 weeks to get refund. if you use creditcard, $ will go back to your card. good luck!

I have similar problem before but paypal was able to resolved it. They refund my money and stayed on my paypal account. It may takes few days regarding on how paypal will handle it. The seller has paypal account so nothing to worry because he can't closed his paypal account that easily. Also, you should check if you are covered on paypal policy.

This is an easy one and easily dealt with. You did the right thing by filing a dispute with PayPal. Follow their procedures. If you don't understand them, you can call or e-mail PayPal. PayPal will give the seller a chance to respond. When the issue is escalated and found to be fraud, PayPal will give you back your money. If for some reason the issue has not been resolved by the 25th day, from when you made the purchase, you need to call your bank. Tell your bank that your credit card was defrauded for that purchase and you never received you merchandise. Your bank should refund the money to your account before you get off the phone. The bank will do an investigation and you may have to sign some papers or a statement. When the bank finds in your favor, case closed. I think you only have 30 days from the date of the original purchase to file a fraud claim

paypal is legit; it might take them some time to get your money back but if you already opened a dispute and are following through then everything is on the right track... if i remember correctly you are covered up to $2000 when purchasing with paypal; they will refund your money minus expenses which is like $25...

I don't think PayPal offers buyer protection for stuff not purchased on eBay. This is why I can't figure out why anyone would use an auction site other than eBay.

Here's PayPal's buyer protection policy:

What it basically says is, for items not covered under their eBay policy, they can only try to recover your funds from the seller's account. If the seller's account has already been drained, then you're pretty much boned.

Escalate your PayPal dispute to a claim. If PayPal cannot recover the funds, issue a chargeback through your credit card company. Since you funded the payment with a credit card, there's a good chance of recovering your funds that way. Most credit card companies will issue a chargeback within 6 months.

PayPal is an escrow service. They only handle the money being transferred from buyer and seller. They don't deal in the agreements that both parties had.
This is an ioffer.com issue.
