Are you Iranian? I am sure that there must be some banks available in Iran which issue Visa / MasterCard. If not, sincerely speaking, I have no freaking idea.
If you are not Iranian, try asking the bank in the country which you have nationality. It is easier that way.

a lot of Iranian bank such as bank Meli iran and also bank Refah kargaran and also bank Saman can provide you a credit card such as visa or mastercard but usually they offer this services to only some of their customers and not all of them and also you must have a good account in one of these bank.
for instace already i have a visa card from bank Refah kargaran .( in north shiraz aven in Tehran which is a one of the main branches of this banks in tehran.) |

go to your local bank, they will ask for proof of employment and credit history (If you borrowed Money to buy a car or a house or borrowed money from the bank) if you have savings at the bank that will also help. you have to have some capital stablished before they venture to give you a visa or mastercard or any other credit card |
