Well, that depends on your objectives. You want a card that has flexible loading options? ACH, WIRE, local loading, all? Payroll? Larger maximum loading value? Maestro/Debit VISA/Mastercard... It goes on.
If you are looking for inexpensive cards - there is one called "Account NOW" VISA that doesn't cost anything, but have a monthly maintenance fee. (As they all do) Do a google search on that.
A good place to find good cards is at a currency exchange. Why? Because a currency exchange usually deals with low income people, or people that cannot get credit that want the best deal AND Currency exchange is a business that wants to make sure that they don't have problems with their customer base. For this reason they perform all the necessary due diligence for you on the card they sell.
I have one from a currency exchange, and it is one of the best cards I have - only problem is low maximum card amount of 2500.00. There are cards that allow loading up to 10,000.00
Other than that - you can try "All Access NetSpend" You can get those at Dominics and Safeway. Good card, 10,000 max load, 2.00 reloads at currency exchange, ACH deposits, savings account associated with the card, no credit chex, and other benefits. Kind of a nice card, 4.95/month Maintenance fee though.
