What are the current laws on debt collectors calling cell phones?

There is no difference between rights to call your cell phone vs. your home phone.

HOWEVER, keep in mind that you are protected from "inconvenient" phone calls made to any number, including your cell phone, home phone, neighbor and employer. You may notify the collector that their calls to "any telephone number" regarding your debt is inconvenient, and that they must immediately "cease and desist all telephone calls" to avoid a civil lawsuit.

These rights are granted as a part of the Fair Debt Collection Practices Act.

There are no laws. A collector can call you on any phone. Why would a cell phone be any different from any other phone?

My best guess is that if you write a registered letter and tell them to quit calling you they would have to stop. They can always write you but you do not have to open letters

The same as they are for land lines. They call whenever they want, regardless of if you tell them not to.

Under the FCRA you can get a collector to stop contacting you, period. Simply write a one-sentence "cease and desist" letter (C&D) which says: "According to my rights under the FCRA I am charging you to stop contacting me about this debt in any way, shape or form." If they contact you again, except to tell you they are suing you, they are breaking the law.
