I have received a few offers from Discover card and Master card offering that option. I do not receive offers from VISA so I am not for sure if they do or not.

I've only gotten this kind of offer on my chase card. It's not on balance transfers, it's when they send you convenience checks which can be used up to your credit limit. At first I just shredded them, but now I write the check up to the max credit, deposit it in some interest bearing account, and pay it back to them within the zero interest period. That way I get to earn interest on their money. I give them back their money, and keep the interest.
