if it is in the form of a letter, i.e. from Citi Bank, etc.
then it means that your already approved for the card,
i just got one a few weeks ago from Citi bank, and i got the card, its a great deal, especially if its already approved, they sometimes offer you better deals then when you go try to apply without an approved letter.
Just make sure its from a real bank, dont go getting lost in fraud.

it means they wont turn you down unless their credit reports not current on you but most of these are going to rip you off by charges for introductory fees and adjustable rates and some are called rotating charges like a store card and they rock you with the interest if you want to try for a card try a local banks visa or mastercard charge card first or go to the local credit bureau they can help to set your credit right so you qualify fo a good card not a rip-off also this offer drove your credit score down 5 or 10 points so write excludwe me from future mailings on the offer and send it back |

It means you've already been approved and you just need to agree that you want the card and they'll send it to you... usually unless your credit is really jacked. The only thing is that they never actually give you as much credit as they say you are approved for. |
