I couldn't get any credit card untill I went to capitalone.com
they have few credit cards and one of them is for people with no credit. APR is like %20 but that's ok because after using it for some time you will get other, better offers.
so good luck !

One option is what is called a "secured credit card". You pay a certain amount of money as a deposit up front (so the card company knows they will get paid). Then you use it and pay it just like a regular credit card. If you pay on time, that will be a start to building a good credit rating. Be careful, though. Like so many other things, there are scammers peddling bogus secured credit cards. I'd check this legitimate website for more information on these types of cards: http://www.bankrate.com/brm/news/cc/19990823.asp
Click on the link in the "Where can I get a secured credit card?" section to see a list of available cards.

You could try Orchard Bank (HSBC) http://www.orchardbank.com or better yet you can try where you do your banking and see if they offer a low limit or a secured credit card. Bank of America and Wells Fargo both offer secured cards as well. It's easy to get approved for a secured card because you would have to put a deposit upfront in a savings account to secure the same amount you deposited in a line of credit. Most of them start out as low as $300, but you can deposit more to have a higher credit line. My suggestion is to make small purchases that can be paid in full on time, every month. Also try to increase your limit by adding to the deposit every 2 months or so. After doing that after a year, usually you'll get your deposit back with a little interest, and the card will become unsecured. Also the higher your credit limit when it becomes unsecured the better becuase it will show that you're responsible with cards with higher limits.

Another thing to build up credit is if you know a close friend or family member with excellent credit, ask them to add you as an authorized user. You don't need a card because it would be for reporting purposes only. If you're able to find someone, make sure that the credit card company adds that account to your report to.

If you have NO credit that is much better than BAD credit. I know of people that had no credit history whatsoever and got loans. Credit cards are not good to have on the whole. To do your necessary shopping via the Internet or phone, get a pre-paid Debit card from Visa.
