PayPal is a service which acts as a credit card intermediary between the buyer and a small business person. Instead of the business person being set up as a Visa merchant, for example, the business person pays a fee to PayPal. Then when the buyer purchases from that business, the buyer pays through PayPal. The benefit for the buyer is that you don't have to give credit card data to a business you know nothing about and which may be run from somebody's garage with no security for the files. The benefit to the business is that the fees paid to PayPal may be less than would be paid to Visa or MasterCard. |

Since PayPal is NOT a bank, they do not need to follow federal banking regulations. These regulations are in place to help the "Average Joe" avoid issues like having their bank account frozen for 6 months with no explanation...(Imagine if your bank was permitted to do that!)
Because PayPal is not regulated in the same way as a Real Merchant Account, Paypal accounts are frozen for almost anything and without warning. The account can usually receive money while it is frozen, but it certainly cannot withdrawal money. Once an account is frozen, the funds are often held by PayPal for months on end with Absolutely No Recourse for the merchant.
U.S. District Judge Jeremy Fogel of San Jose refused to dismiss a lawsuit that seeks class-action status on behalf of thousands of PayPal customers nationwide. A common allegation is that the company brushes off or stalls customer grievances for months and meanwhile freezes the customer's account and pockets the interest (So that's how they make their money!). No wonder they freeze so many accounts! |

It's a slick service most people who use eBay use to safely transfer funds between individuals. Once registered, you can have a balance, or withdraw or deposit into a bank account or even a credit card. It even comes with a debit card, so you can use it like cash, if someone pays you. Beware though, it is one of the most popular fraud targets, for obvious reasons. NEVER enter any paypal site through an email. They generally don't send out email. |
