It's going to be difficult to find where they are even located since they gave a completely fictitious address on their registry data. http://whois.domaintools.com/kinggool.com
There is no San Josh, Colorado, no such address as Cloin 55555
And googling the contact number brings up a bunch of Chinese sites. If this site is actually in China, then there is nothing you can do as US law enforcement have no jurisdiction there, and the scammers know you aren't going to fly to China and engage a local lawyer to open a case against them.
I don't know how moneybookers works, but is there any way to contact them to file a dispute like you can with Paypal if you don't receive what you paid for?
