Most issuing banks offer joint accounts. MC and VISA are processors, not issuing banks.
Joint Accounts mean just that - you are jointly liable. If one of the people on the account doesn't pay, the other one is liable. With a joint account, the account affects the credit reports of both parties, and both must qualify for the credit.
Authorized Users are not liable for payment. For this reason, their credit is no considered. In the past, Authorized Users enjoyed credit reproting of the history of the credit account to which they were added. This is no longer the case, and when it does show up now, it does not favorably affect the Authorized User's credit score like it used to.
Credit bureau Trans Union has defined "Authorized User Abuse" as any such account in which the Auth. user paid someone to be added to an account. This is offered by thousands of "consultants".
Trans Union now has a system now for red-flagging these accounts, and are actively seeking to make the practice of selling authorized user status illegal.
A better way to build credit is to simply borrow funds, hold them on deposit while you pay interest payments, then give back the funds. This can be done with no credit check if you agree to simply hold the loan proceeds on deposit until you pay the loan off with them. creditloader dot com does this very easily online. |

As for the previous two answers, neither Visa nor Mastercard issue credit cards. They are both processing companies for banks that sign up with them. Each bank issuing a card with the Visa or Mastercard logo has it's own credit policies and should be contacted directly. Personally, all my credit cards at multiple banks have two names on the account. |

All credit cards allow joint accounts. It's reported on both credit reports and both parties are equally responsible for repayment. |

There's 2 types you should know about.
Joint cards, and authorized user cards.
Joint cards are when you apply with, for example, your spouse and you both have liability for the cards. The credit behavior on the card is reported on both of your credit files.
Auth users are an add on individual who does not have card liability and the the experience may or may not show up on the auth users credit report. The new FICO 08 system, which will take a while for banks to adopt does not allow for auth users to get this credit history reported.
Most card issuers offer both. |

No credit card does "Co-Signing" what they do is known as a "Joint" account. Basically the same concept in that both parties are equally responsible for the debt, it is just a different term.
Every credit card that I have seen allows Joint Account Holders. BTW VISA and MC do not issue credit cards directly, they are only processing companies. |
