If you have to worry about how to deceive credit card companies by avoiding credit backround checks. You are probably not mature enough to have a credit card . A word of advise if you can't buy it outright (cash) you dont need it. That phrase will lead you down the road to financial prosperity.

The only way that my credit union would not run a credit check is if you did a secured card. This is where you put your own cash in a savings account and the institution gives you a credit card for the same amount, but you cannot touch the funds in the savings account till you want to close the credit card. If you have had credit problems in the past and are looking to fix them this is the only sure fire way that I am aware of.

They all do a credit check and a background check and they also want to know if you have an existing bank account. Be careful with credit cards they can ruin you for life but if you use them the right way they can also be a life saver!!!
