i am planning to have NO balance on this card, as i am using it to build my credit and paying it off in full every month.
as far as how much i'm spending, the card will have a $200 limit.

are you planning to carry a balance on these credit cards? If you are planning to, spend the $19 bucks for the lower intrest rate. But if you are not planning to carry a balance, get the no annual fee.
If you are going to spend alot of money on your credit car, I would look into a 1% back credit card. At the end of the year, they give you 1% of your total spending on your credit card. |

You go for the one with NO ANNUAL FEE... If you plan on paying it off each month then it doesn't matter what interest rate they charge due to you never having to pay any !!!
Why pay a fee for a card that isn't needed !! Go with no fee and pay it off EVERY MONTH no excuses !!! |

Depends on if you're planning on paying it off every month or not. If you are, then it doesn't really matter how high the interest is, because it won't ever apply to you. |

if you are planing on using it a lot and keep some balance on it for long time the 14.9% is better if you are going to pay off your balance regularly the 19.24% fee is better |

These cards are BOTH dreadful! Look for a card that has an APR under 10%, and if you can't qualify for one, get a "secured card" from your bank (you give the bank some dollar amount as a 'deposit', and that becomes the limit on the card. If you use the card a lot, and pay it off in full each month for a while, your credit rating will improve and you'll stop getting offers with silly rates like 19.24%) |

The lower interest rate will cost you less as long as you intend to carry a balance, or, if you intend to pay the balance off every month, the card without the annual fee is better. |
