Why don't you contact a local paintball company (as in a company that runs paintballing days) and ask them who they use and their contact details. Then you could contact the company and ask them to help you on your project and give you the info you need.

Although a liability waiver would help to keep the risks of claims lower you will need to have employers and or public liability insurance.

You will need to have people sign waivers, but waivers don't always hold up, espescially in cases of serious injuries.

If you mean to start a paintballing business, you don't need insurance, you just make the people who come to do it sign something which says "we are not in anyway responsible for any harm/hurt to a player, the player or the adult signatory is fully responsible for any medical problems caused by the paintballing experience" or something worded a little bit better! If you go to a paintballing place you can see what it says. Basically, someone over 18 has to sign for everyone there (usually players can be from 14 years old) or if they are 18 they sign themselves to say the place isn't responsible for anything and basically, if you choose to go paintballing you know you're going to get hurt.
Signed documents mean everything in court. Don't let insurance providers tell you any different.
