As a licensed agent for NY I can assure you there is no insurance company that will insure your son until he is 18. Given his driving record his rates will probably be near the 6000 per year range for just liability. He will benefit with a lower rate continuing to be on your insurance because the rating will be based on yourself with him only being an occasional driver along with his tickets. If he goes on his own he will be rated individually with no prior insurance history, 2 tickets and no credit to speak of to counter balance some of his activity if in fact is was a good credit rating. There is something called a Named not Owned policy which he can obtain is he does not have a vehicle titled in his name which would give him valuable insurance history which will lower his rate in the future when he does obtain a car of his own but he will also have to maintain a clean driving history for at least 2 years for this to be effective. I know it is tough and NY rates are ridiculous; the only ones higher are Bronx and Brooklyn NY. But once again you'll have to wait until he is 18 to even get a Named Not Owned Policy. Just to explain a Named Not Owned Policy will cover him for basic liability which would be Bodily Injury which pays out if he is in an at fault accident for the other person's medical injuries, Property Damage which would cover the other person's vehicle damage and PIP or Personal Injury Protection which would cover his medical bills up to a desired threshhold until his health coverage would then kick in with Supplimental uninsured motorist which would cover him if he was hit by someone with no insurance or not enough insurance to cover his injuries along with NY Limited Tort or Verbal Threshhold. The limits I would suggest for a Named Not Owned POlicy would be BI 15/30, PD 25k , PIP 15k with 250.00 deductible SUM 15/30 SUM property damage 5k..... This Named not Owned policy will cover your son for any vehicle he drives which he does not own. Thi

Well, likely this is going to backfire.

BUT, as long as you're willing to GIVE him a car, (because the title, registration, and insurance have to be in the same name), AND you want to take the chance, just about any insurance company will write a policy on him. I've written LOTS of policies for minors.

But keep in mind, to take him off YOURS, that means you'll have to exclude him. THAT means, if he DOES drive one of your cars, no way, no how, is there any coverage under your policy. Not for your car, not for the other guy - you'll write the check.

Keep in mind, also, that a policy in just his name will likely be more expensive, and also, as long as he's a minor, you're STILL responsible for everything he does!! So, if you give him a car, and get him a low limit policy, and he does more than $5,000 of damage to another car, YOU WRITE THE CHECK.

If you want my opinion as an agent (and you did ask), it's penny wise, pound foolish. You'll probably lose a lot more in the long run. You're better off taking his license, turning it in, and letting him wait another year or two before trying again.

Most will insure him, but your policy could still be effected. My insurance company raises rates for any drivers in the house under the age of 21. If he is a frequent user of your car you will still have to include him on your policy or if he is in an accident your insurance company may not pay. Better safe than sorry.

If he has a different address than you, or if he owns his own car your insurance may be reduced.

Sounds like he should be grounded from driving for a while if he is that young and already has two tickets. Make him pay the insurance!

Yes there are several companies. You can try Progressive, AIG or you can try one of the following links to get a quote from free on-line rating services.

One thing you might want to verify: Make sure that your present insurance company will allow you to exclude him if he gets his own policy. Some companies will not let you exclude other household members.

But before asking them I would get quotes from at least all of the above free rating services to see what type of rates he will be quoted before talking to your agent.

Welcome to parenthood. Just make him pay you like other parents do. Easy fix.

Most policies will cover teens but it will be pricey. Try Geico they have pretty reasonable rates. Wawanesa and USAA have super low rates but both companies have restrictions. Wawanesa only covers California and Oregon and USAA you have to be in the military.
