Absolutely, you can get a "dwelling fire" policy that covers the building only. Then if you want to add liability, other structures, or loss of rents, you can - you pay for each section as you go. The standard form is DP 1, 2, or 3 depending on which perils you insure against.
You can use this form regardless of whether or not the dwelling is owner occupied or tenant occupied - but it DOES cost more than a homeowners policy.

Sure, I believe a dwelling fire policy can be purchased for the structure only. It normally is used for rental properties.
Yes you can get dwelling only coverage and if you can't find it at the agent you asked, you need to ask another agent because it is very definitely out there.
If you are trying to insure you own house, however, you should not forgo contents coverage.

Did someone tell you they do require a package? I dont see why you couldnt get building only. Contents are usually not that much though to insure. Try more agents.

yes you can, just ask your agent but if you compare prices, the fire and the homeowner package will be very similiar
