Sure you can! You can sue ANYONE for ANYTHING!! But that doesn't mean you'll win. If it's the wrong venue, or you have a frivelous case, it will be dismissed, and you'll be out fees & time. |

Please double check me, but if I am not mistaken, they have an office in Virginia. In which case, find out (by discreet call)
who runs the office, go to the courthouse, in that county, get a warrant served on this individual at the company office, cost you $15 or $20 for the deputy to serve it, you'll need the office physical address.
Bet you he does not appear, but still have a good your side of the story for the judge, good documentation, etc. of everything you wish to present.
Judge will probably side with you when they do not show for court. I would say, have your case ready, but they will probably "no show." |

If you can prove negligence on their part, sure you can bring suit. But make sure you have a case; if you lose, they can countersue you for the costs involved in defending them, and they won't be using any "budget" lawyers!
If you genuinely believe you have a case, you may be able to settle it through arbitration. If PayPal won't agree to arbritration, it means they already KNOW they will beat you in court.

In small claims court, you generally have to have the person served in the municipality or area they live in. So if their office is somewhere in Virginia, you'll have to find the local address. |

I would suppose that you can attempt to sue anyone if you have a good reason.. Of course, you would need to prove that they did something wrong.... and I am guessing they can afford some pretty good lawyers if they want.. :) |
