Yes you can. This product is often referred to as "Gauranteed Issue" Life insurance. There is no medical underwiting (meaning they don't as any medical questions). These policies are very expensive bencuase the company is taking on a completely blind risk. There are sometimes "pre-existing condition" clauses with these policies though such as any claims made within the first year are automatically declined. Depends on the company though.
You're best bet is to contact an insruance broker in your area who has access to multiple types of insurance and talk to them about it. They can assess your situation and find the best company to place the business with. Going to a one trick pony such as Primerica will not get you the best products on the market since they strictly promote one product and strategy so there's no room any special circumstances. (Only picking on them becuase they were mentioned....they are consistantly amongst the most expensive companies in North America when it comes to buying insurance...doesn't matter what state or province they are almost always in the bottom 10% when it comes to price...shop around...it's worth the time)

Yes a person who is ill can often get insurance, it depends on the condition and history. It's worth trying with an online broker such as lifeinsure.com that can check the market of numerous companies. Not every company treats every condition the same. Some are more liberal than others in their rates for different conditions.

My grandfather was ill and old and still managed to get some additional life insurance. I found it for him here:

In buying insurance, you have to be healthy. Once you are healthy, you have a coverage that it includes terminally illness. Terminally illness only covered once occured after you purchase the Life Insurance. I don't there's an Insurance company that allow terminally ill people ( it will be very risky to their company). I would rather advise people to purchase their Term Life Insurance, it is very cheap and it will cover you if you develop a certain illness once it happen in between. There's a 10-35 years Term Insurance ( I'm with PRIMERICA) and I think it will be a good investment for young family and having a terminal illness in between the length of coverage.
