There are people that are experts in document reconstruction. Such as people who restore currency that has been mutilated. So I imagine that there are ways to reconstruct even the most tattered of documents.
Correct me if I am wrong but I seem to remember a company that disposes of documents after shredding. (We used one at a company I worked for that had reason to protect product development secrets.) With the influx of the "Patriot" Act though, I'm sure the regulations are MASSIVE as they may not be allowed to burn the potential "evidence". Which is the only way I know of that would get rid of paper and leave no trace if burned completely to a fine ash. Chemicals may be able to do the same, but I am not a chemist.
There are certainly legitimate reasons to get rid of documents, that have nothing to do with "security". Doctors records, attorney records, business secrets and client data bases. Shredding those documents are usually sufficient disposal. Who would want to go through the massive task of putting them back together?
Interesting question.
Was going to ask why you want to know, but refrained as it's something I may not want to know. LOL.

Usually you can. It just takes time of course! And hopefully there aren't too many papers shredded so you don't have to sort through too many strips :) |

sure if you have alot of time and it is that important but remember if there are other doc's in the shredder bin you might be reconstructing many doc's |

It depends on how cleanly the paper is cut by the shredder. The more expensive shredders actually tear the paper to leave rough edges that make it impossible to reconstruct the document. |
