If you mother died, whoever was listed as beneficiary at the time of her death will receive the proceeds. A power of attorney ceases to exist upon the death of the grantor.

Absolutely not she is committing insurance fraud. The insurance company should be notified immediately-- The only way she can do this is if she is his guardian ,-- legally... Or that she is beneficiary on the plan.

if he is listed as a beneficiary, then no, she can not. if she's violating the power of attorney, then you need to hire an attorney

First off the power of attorney becomes void when the subject of the power of attorney dies, so right now the executor has power and control over your mother's estate and must carry out the will to the letter. The life insurance company should be informed of the insured's death so that they can pay out. If you sister tries to change the policy after the insured's death she is comitting fraud.
