Sure she can become an agent... past the state test the studying might be a little difficult because of the language, however that can be a big PLUS since has a ready market of those who speak the same language . Also there must be insurance agencies who are seeking agents in that language and would be willing to assist in the training.
I see it as a good thing not a negative at all.

The most difficult part will be studying for the test each state requires a prospective agent to pass. She can self study for this test or in most states companies offer test preparation classes.
It will also be important that she reads English well. The insurance exam is a written test. The specifics of the test and requirements will depend on the state she live in.

She would have to study and pass a test to get a license to sell insurance. Have her go to this web site www.NonStopCashFlow.com this business is similar to insurance but does not require a license. You simply market high demand health benefits and create a residual income. Many insurance sales people are doing this because it works.

She'll have to pass a written test - so her written English is more important than her spoken English. She *might* be able to take the test in a different language. You'll have to contact your state insurance department to find out.

The language could be something of a challenge, but to become an insurance agent she will need to take a test given by the state. You will usually need to have an insurance company with whom you will work before allowing you to take the test. Some insurance companies have good training programs.
