Well, first of all, your parents can't "refuse" to allow you to use the insurance plan for those charges if you're already covered on the plan. They don't get to pick and choose what they'll "let" you use insurance for.
Believe it or not, if you're over a certain age (generally 16, but check with your insurance company), your parents don't even have the right to know what you use their insurance for...*if* you request confidential communications under the privacy laws. If you're old enough and request confidential communications, your parents wouldn't even be able to get information on your medical claims from the insurance company...even if the insurance policy is in their name.
(Note - I tell you this *not* because I'm suggesting that you deceive your parents. Just saying that your parents don't have all the "rights" they think they do regarding what you can and can't use the health insurance for. Call the insurance company yourself and see - if you're on the policy, you have the right to call directly and don't have to go through your parents as a middle man. That said, if you're a minor, I still think you should keep your parents in the loop about your medical treatment.)
At any rate, have the hospital bill the insurance company - if you had medical treatment which would normally be covered by your insurance policy, then its foolish not to use the policy. Why get stuck with a mountain of bills out of your own or your parents' pockets, if you have coverage? (And yes, they will come after either you or your parents...depending upon whether or not you're a minor.)
P.S. I should note that there could be circumstances under which your ER visit wouldn't be covered by your insurance policy. If it was treatment for alcohol poisoning, you're probably okay on coverage. But if you received detox services in the ER, I've seen policies where detox in the ER isn't covered unless the person goes to rehab.
Edit to add: Since you mentioned in your other question that you're not a minor, yes...the hospital and physicians involved can and will come after you. If you don't pay the charges, they can go to court and obtain a judgement against you. It will be a public record and remain on your credit report for several years (drawing a blank on the exact time frame - maybe 7 years?). |

If you are on their insurance, why don't you file a claim? Don't you have a card? If not, the insurance company can look up the file by the social security number.
You would be liable for any co-payments/remaining balance if you are an adult. If you are a minor, your parents should take care of this for you. |

If you are on their insurance, than the insurance company is already contracted to pay your bills. For one thing, the hospital knows they will be much more likely to get money from an insurance company that from an individual, so it just doesn't make sense for your parents to be allowed to prevent their policy from paying your bill. |

If you're 18, the hospital will come after you. If you're a minor, they'll come after your parents. Your parents CAN'T "refuse to use the insurance". If you have an insurance card, you can put the claim in. Or, you can call the insurance company, they can look you up by your name and date of birth, and you can get the information that way.
But a lot of health plans have exclusions for substance abuse related issues. |

Yes, if your parents refuse to allow the insurance to be billed, the hospital will come after whomever signed to have you admitted. You can talk to the business office and make payment arrangements. However, if you do nothing and pay nothing, it will definitely get sent to a collection agency and escalate up to garnishment. Pay the bill. |
