Yes. You need their permission, consent, and cooperation (submission to a paramedical exam, blood & urine testes, etc).

You have to have insurable interest in them. If someone owes you money or if you have a child with someone and you are counting on them for money. But otherwise no. They will know as they have to sign the app and do the medical exam for the coverage.

I believe it has to be a relative - or someone who you can show you have an insurable risk in. (like if you will be the person who will be incharge of their burial and estate upon passing).
