No. The government only provides insurance for people with very low incomes -- usually at or maybe just above the federal poverty level. People with jobs are assumed to be able to afford their own insurance, or it's hoped that their employers provide it for them.
(Oh, and by the way, Massachusetts' state health insurance plan is far from bankrupt. It's still too early to tell how well the MassHealth program is going to work, but nobody's giving up on it quite yet.)

You have to qualify by having less income than the Federal Government states is poverty level. The Poverty Level Guideline is published in February of every year and you can fine it for this year.. This year the poverty guideline is Yearly Income of $10,400 for one person $14,000 for two people. If you make more than this, you would not qualify.

Nope. Most states have a waiting list to get in to the state high risk health pool, but the bottom line is, states aren't health insurance companies.

No Massachusetts and Hawaii tried and both were bankrupt in months. Hawaii was just insuring children. People who had private plans canceled them and signed the kids up for the state plan. Again when something is free it is abused. Rather than making doctor's appt. everyone was running into the emergency room for every sniffle.
Program went broke in less than 3 months and was Canceled.
Mass. needed a huge bailout from the Feds. That will not happen again.
