Technically speaking, Virginia doesn't REQUIRE that you carry liability insurance.
However, when you register the vehicle with the DMV you are required to state that you do not carry liability insurance and to pay a $500 fee up front. You also take the risk that someone can come after you personally (including garnishing your wages) for up to 21 years if you have an at-fault accident and don't have any insurance to cover the other party's losses. This can be particularly dangerous if there are injuries.
If you fail to pay the $500 fee up front and confess to the DMV that you don't have insurance, then the state can and will be very aggressive about revoking licenses and registrations of anyone found to be without it (even if it's just a random computer check for a car that hasn't moved in months -- if it has license plates, it's subject to the insurance rules.) And getting the license/registration back will be a VERY costly proposition after. |

Insurance is NOT required by law in all states. I handle in insurance claims in the Midwest and in Wisconsin auto insurance is not required by law. However, what few people realize is that by not having insurance the states holds you "financially responsible" for any damages you would be held liable for or you lose your drivers license.
I deal with at least 3 people a week state they don't need insurance in WI and technically they are correct. They learn the hard way when the state takes their DL. |

Each state follows one of two options;
1. Insurance responsibility laws. This means that you have to have proof of insurance to title a vehicle, and when you get pulled over, have an accident, etc.
2. Financial responsibility laws. This means that you don't have insurance, but you have the finances to cover any expenses as a result of collisions. This is usually taken care of with a bond. |

I believe New Hampshire is the only state that doesn't require you to carry liability insurance, unless you have an at fault accident.
In order to get your car registered in any other state, you have to have liability insurance in place, and maintain it. |

all states have minumum insurance limits...you cannot get away with not having insurance unless you want to open yourself to a lawsuit if you cause an accident without insurance |
