No, you have 30 days to make up your mind, once the paperwork is sent to you. Your employer has 60 days to send you the paperwork, but most send it within a week.
If you take it, you have to pay back to day one. If you decline it, you lose the opportunity forever. You can't "pay later". And it doesn't save you anything to wait the whole 30 days, because if, say, it's two months later, you ahve to pay for the prior two months AND the next month, all at once, or it's cancelled. |

You have 63 days. If you have no pre-existing conditions which must remain covered, I suggest purchasing a short term health policy for the 30 days instead of COBRA. Short term policies are considerably less expensive than typical group rate pricing, which is what you will pay through COBRA, plus 2%.
Keep in mind that short term plans do not cover any pre-existing conditions, your plan through COBRA will. |

I disagree with the prior answers. I get what you are saying as I did the same thing when I switched jobs. Provided you have no pre-ex issues. If you have pre-ex the lapse in coverage will cause that pre-ex not to be covered.
What you are saying is your thought is to wait to sign up for coverage only if you end up needing it retroactively. It worked for me. I can't remember how many days you have to sign up but yes, you can wait until the 60 or 90 days. If you used the coverage you can back pay premium or if you don't end up needing it by the time you get coverage with new employer then you can opt out of the COBRA and save a lot money.

Pay the premium as soon as possible. Your health insurance coverage usually ends either on your last day, or the end of the month in which you stop working. If you wait three months to sign up for COBRA, you may have a break in coverage. They can often make the COBRA coverage retroactive, but if something major happens, all of the insurance forms and stuff can take awhile to process and you won't have coverage right away. You might have to pay for some stuff up front before your COBRA kicks in. It's best to get the COBRA taken care of as soon as you know when your old health insurance will expire. That way you can pay the premium and not have any break in coverage.

more like 60 days and you would have to pay retroactive to the last day of employment, so if you wait 55 days - you'll have to pay 2 mos of premiums and then 5 days later the next month's premium would be due |
