You should buy Part B. The $96 per month is only about 25% of the actual cost, the rest is made up by the Federal government.

Part B covers physician costs, Part A only covers hospital charges and skilled nursing homes.

With both Parts A and B, you can then either enroll in a supplemental plan (Medigap) or join a Medicare Advantage program.

If you retired from a job and they will continue to give you medical benefits depending on the plan you may not need part B. Most people however need part B as it covers 80% of the contracted dr's rate which is obscenely low anyway. A lot of people have private and part B because if you are retired over 65 Medicare pays first and most private plans will kick in the other 20% so you pay 0%.
If you have no private insurance the $96 for plan B is definately cheaper than any private insurance you will find.
Plan A is stricyly facility coverage... Plan D is drug coverage but it is a tricky beast with their donut holes. If you will have any kind of decent plan for drugs don't bother with it.

Medicare was never intended to be one's ONLY source of coverage.

yes you need to purchase plan b for outpatient coverage. you will still have copays for office visits etc. you should purchase a supplement to go with a and b if you can afford it.

MOST people need the plan B. It covers a ton of stuff not covered under plan A.
