No, workers comp is not "income" it is an insurance payment. When buying a health plan, if you do not have a job or any source of income you should be classified as unemployed.

When you're shopping for health insurance, or looking at buying a "health plan" (which, btw, doesn't pay anything, it's only a LIST you're buying), income is irrelevant.
If you're applying for welfare health insurance, then yes, workers comp counts as income.
