Does a border agent have the right to ask for auto insurance documents?
Also, can they hassle people about which state their car is registered in? Is it their job to report insurance and registration irregularities to the California DMV?

I'd like an answer from someone who has some knowledge of the law in regard to this, particularly in regard to crossing from Mexico into California.

Most border agents are polite and do their jobs. However, in my own personal experience and in the experience of friends and relatives of mine, I have noticed that some agents seem to have personal agendas motivated by their own insecurities and ego trips.

I notice a lot of people did not pay attention to the phrase "from Mexico into California" in my question.

Also, I never have "acted like a jerk" when crossing the border, or given any customs or immigration official a reason to act that way. In the rare instances where they have been rude, it was totally unprovoked.

Yahoo Answers members may pick a best answer here, but I won't. There are some useful speculations here, but with the erosion of our human rights during the past 8 years, it's hard to know just what rights border agents have.

Suffice it to say that there is increased cooperation these days between federal employees such as immigration/customs agents; local and state police; and even the military--whether justified of not.

I sit now awaiting the results of a presidential election, hoping that we will have a new president that will work to reverse much of the destruction of our constitutional rights carried out by neofascists.

Border Control Agents are federal law enforcement officers and they do not have the 'right' to ask for insurance documentation - they have the 'duty' to do so. They are human also and respond to attitudes according to how they are treated. If you act like a jerk, you will get jerked around.

To drive a car into a country other than the country where it is registered, insurance is required. Border agents are allowed to ask for documentation of this, and should do so. Most car insurance policies issued in the U.S. do not cover travel into Mexico (although most do cover travel into Canada), so this must be purchased separately. As far as I know, all car insurance policies issued in the U.S. for cars registered anywhere in the U.S. do cover short-term travel to California (for vacations, etc.), but not keeping a car permanently in a different state than where the policy was issued and the car is registered.

Border agents are also allowed to ask travelers where they live. If their answer does not match their license plates, this naturally arouses suspicion (even though there are many legitimate explanations) and may reasonably result in further questioning.

WEll I don't think its their jurisdiction. One time a border agent tried giving us grief over a seatbelt but he couldn't do anything about it. You are right some border agents (I'm not gonna mention the group) Do have personal agenda's and tend to think they are superior and are also rascist yet I speak better english...Once they tried giving my friend grief (she's a Louseño Native American) And I was like, "she's native american, more american than you! What is the problem?" If they give you any grief tell them look, Are you letting me pass? Or just send me to inspection!" Then usually in second inspection they really don't do anything they just want to know that its ur car..

ADD; Just some FYI they have superiors as well if you don't feel you are being treated with respect you can ALSO complain! I know this because one time a border agent broke my friends windshield wiper during second inspection.

If they suspect something is wrong, YES they do.

That one, I recommend you find a local car insurance agent to help. Since I live in Nevada I can't recommend anyone in California, but here is an online resource that can help you. http://www.multipleautoinsurancequotes.com/California-Car-Insurance-Quotes.html

Hope it works out

Are you talking about MEXICAN border agents, or AMERICAN border agents?

I'd say, Mexican authorities will take on any rights they think they can get away with.

US border agents, will want to verify that the car is legal, and not stolen, before they let it enter.
