You cannot get a cover note without taking out insurance. If you get something that looks like a cover note without taking out insurance it is not any use to you as the police hardly ever now rely on the paper. By the time you are stopped they will know that you have no cover.
If you want to do this to get tax and drive illegally, don't. If you kill someone and it is discovered that you have no insurance, the judge will throw the book at you rightly. I think the penalities went up recently because this is such a bad thing to do. If you can't afford the insurance don't run a car.
