No, it does not include money you would need to pay into escrow for insurance (homeowners and pmi) and taxes.
If you get what's called a "Good Faith Estimate" that will include ESTIMATES for insurance and taxes and any other fees you will incur to close. You need to really check what your taxes and insurance would be for the house you are thinking of purchasing. The local property appraiser's office should be able to help you with the taxes estimate (don't go by the prior owner's tax rate - they may have discounts you're not entitled to) and your local insurance agent should be able to help you with the homeowners insurance estimate. The bank should be able to give you the PMI rate.
