Double Health Insurance Coverage?
I was recently laid off and offered a severance package that included continuation of full health insurance coverage for 6 months for me and my spouse; I will begin another job which offers health insurance; can I be enrolled in both plans under my name? and What happens with pre-existing conditions?

Yes, you can be covered simultaneously by two insurance policies. The joint coverage is usually not worth the expense, if you are paying a substantial amount for either policy. For example, if Policy A has a $25 co-pay for doctor office visits, Policy B usually doesn't cover that $25 as you'd expect!

There are a few important things to consider-

Will you be paying for the coverage at the new job? If so, it may be a waste to pay while you are still covered for six months from previous job.

Insurance policies usually have open enrollment once per year, when any eligible employee can change/add/drop coverage. The only exception is what they call a "qualifying event", usually a birth, death, marriage, divorce or a spouse/dependent gaining or losing their own coverage.

The key is to be sure you can enroll after the six months of previous coverage have expired! In most states, it would be considered a "qualifying event".

Every insurance policy includes a clause defining pre-existing conditions and what coverage is/isn't provided for a specific period of time. Your new employer can provide your with their specific policy and coverage.

Group plans cannot exclude preexisting conditions if you have prior creditable coverage with no gap of more than 63 days. See the link below for the details. You can. You new group plan will become your primary payer and the old plan will be secondary payer. They call it "coordination of benefits" in the insurance industry.

Your severance package probably states something like, we will pay for your continuation for 6 months or until you get new coverage? Stay on the COBRA until your new coverage starts. Once it does, you will need to provide proof of your new coverage (copy of the cards should do), and they will take you off of COBRA. Your pre-existing conditions limitations should be met by your previous coverage, providing you had at least one year of coverage and there was not a break of more than 63 days between coverages. You'll just have to send your HIPAA certificate to your new coverage once you receive it. Just make sure your new coverage is completely in place before dropping your old, AND, if your new coverage doesn't have something that your old coverage did (like vision or dental), you can keep it for the full six months.
