In 1946, Congress passed a law that gave hospitals, nursing homes and other health facilities grants and loans for construction and modernization. In return, they agreed to provide a reasonable volume of services to persons unable to pay and to make their services available to all persons residing in the facility’s area. The program stopped providing funds in 1997, but about 300 health care facilities nationwide are still obligated to provide free or reduced-cost care.

Care First Blue Choice offers decent premiums and coverage, also Mamsi Health Coverage is good and inexpensive too.

You should contact a local, independent agent. Not every company is cheapest in every area, and the guy that works that area will have a pretty good idea who is cheapest. If you weren't looking for prescription coverage, a major medical policy would be both cheapest and cover MAJOR problems (but they usually have hefty deductibles), but they don't usually cover prescription drugs.

OTOH, if you're using generics, or if there are generics that do almost the same job, it's probably cheaper to visit your doc and ask for prescription changes and get them filled at Walmart for $4 a pop, than it is to buy prescription drug coverage with a $25 copay per month.

It would be extremely helpful if you listed your location.

Companies and the plans available vary by location, so it's almost impossible to answer your question. (And since a health insurance plan is only as good as it's local network -- given that almost all of them, and certainly the cheaper among them, -- are based on networks these days.)

For instance a local Health Maintenance Organization may work just fine for you, if you can find one with a broad list of local providers. It tends to keep the cost down, even for prescriptions.

The most important thing, given that you've asked about medications, is to make sure you do NOT exceed a 63-day lapse in coverage. Under Federal law, any new insurer would be required to cover pre-existing conditions (and you cannot be declined) as long as you do not exceed a 63-day lapse. (Afterwards, you would have to get insurance -- assuming you could then -- and pay for it for a full year before they would cover any pre-existing conditions.

Incidentally, not only indepedent agencies offer health insurance, even through multiple providers. "Captive" agents (or those affiliated with a particular company) often have access to different health insurance markets and are allowed to broker (or place with a different company) any business that isn't provided by their primary company. I'm a "captive" agent when it comes to most types of insurance, but I also write health insurance through 14 companies (varying by locality and type of coverage.)
