They can give you a quote for your own policy, with your own car, if you have the vin number. But they can't give you a quote to add you to your parents' policy - that would violate the privacy laws.

You can call all you want. But you can not have a policy until you are age of majority in your state/country.

Are you referring to auto insurance (that's what I am assuming). You can call up any company you want if you want your own policy. However, if you want to be added to your parent's policy, they have to do that, not you. The bill will come to them so that makes them the only ones authorized to make changes to the policy.
