first of all it depends what kind of entrances there are - communal or private. What the access is like - external stairs etc. What locks and alarms the building has, and then what sort of things you are hoping to cover and the individual values of precious things... Gold and diamonds for example or high-value laptop computers. Practically everything and anything can impact the contents insurance, including the area the flat is in. Shop around for good quotes and then ask what can be done to reduce the costs. Sometimes putting a limit on any single item will reduce the cost as well as having extra locks fitted. For the one-off cost of improving the door security you can save every year on insurance costs.

Price depends on the following:
Sum insured - unless you go for a fixed sum insured contract
Cover - higher if you want accidental damage cover/ all risks
Excess - higher if you want a lower excess
Security - higher if you don't have 5-lever locks/ window locks/ alarm
Claims History - higher if you have had claims
Location - higher if you live in a high-crime area - insurers will probably exclude subsidence and/or flood if you live in an area prone to these problems rather than charge more
Your age - cheaper for the older person as they look after their property more (and are less likely to be speding evenings away)
I have not heard of a price differential depending on the storey you are in.

security is an issue also.. even with cars, if you have a decent alarm / emobiliser / tracker that effects the cost..
also insurers will only recomend certain types brands of locks etc.
