If they have social security disability benefits then they qualify for a medicare HMO.

If they don't have soc. sec. disbty. then I would contact several local HMOs. They give good coverage for low premiums compared to traditional insurance.

You should call your county health/medicare office. This person should qualify for disability/social security benefits as well as medicare. You can also try this site for some helpful articles/advice. http://insurance.divinfo.com/

If disable he or she should be able to get "Medicaid" from the state.
I went through the same experience until got "Medicare" and you do not get
Medicare until 65.
I triyed with 12 diferent insurance companies to no avail, but I was able to get Medicaid. You will have to apply at the Florida Dept of children and Families
at first I was reluctant and too proud to do it, but in view that no one would insure me I had to do it. The fact that he hasn't worked is not a reason as long as he is an American Citizen.

If you're disabled since 1967, you should qualify for Medicare through Social Security Disability... Being elderly is not the only way to qualify for medicare.
You would still be responsible for the premium, deductible and coinsurance...If you're looking for assistance SS Disability has SSI, which is income based assistance to help with those premium payments. And, then there's Medicaid. All of these are less expensive than private health insurance.
