It is not required to have insurance to obtain a license in the state of Texas. Being able to drive a car does require insurance.

State doesn't make any difference. Your name has to be included on your parents' auto insurance policy. If not and you have an accident your folks could be wiped out financially.

I know that when my daughter got her licence, we had to put her name on the insurance. When you take the on the road test, they will ask for proof that the car is insured.

You can get a license without insurance.
But you cannot drive the family car without being put on the family's insurance.
